AIA Installation hangs after Configuration Stage as it fails to restart the SOA Server with Exception java.lang.IllegalStateException (Doc ID 1194943.1)

Symptoms

AIA Installation Hangs at Deploy application in the Configuration Stage. The Configuration process tries to re-start the SOA server again and fails to re-start with the following error message (Foundation Pack Install Logs)
