Symptoms
Looking at the Change Order Queue, the ECOs are stuck in a PENDING status thus not flowing to Oracle E-Business Suite.
The AIA User Interface for queue management is:
http://<SOA_HOST>:<SOA_PORT>//queue/faces/web/Manage.jspx
This screen shows the ECOs on the SOA AQ table, in this case ECO_QUEUE.
