Symptoms
When attempting to release an ECO to eBusiness from Agile, the ECO fails in AIA Queue.
The following error is seen accessing the Errored link.

Entity Id: ITEM Message Text: IOI error(s) occurred, but no records found in MTL_INTERFACE_ERRORS table
The issue can be reproduced at will with the following steps:
a) Created and Released an ECO
b) ECO Failed in AIA
c) Checked the Q Monitor and found it got errored out.
