Symptoms

When attempting to run the "Publish Engineering Change Order Updates" process from Oracle E-Business suite, the following error occurs.

STEPS to reproduce:

The issue can be reproduced at will with the following steps:
1. Create ECO in Agile
2. PIP processes ECO into Oracle
3. Auto-Implement ECO in Oracle
4. Run "Publish Engineering Change Order Updates" process in Oracle
5. Process errors out
