Concurrent Program "Publish Engineering Change Order" Fails with "The arguments do not match the signature" (Doc ID 1339475.1)

Symptoms

Agile Web Service fails when trying to update ECO's.  When updating an ECO status to 'Implemented' in EBusiness Suite and running the concurrent request "" expecting the status to be updated in Agile however the integration fails in the UpdateEngineeringChangeOrderListAgileProvABCSImpl BPEL process with the following error:

Changes

Customer applied <Patch 12351539> and prior to this patch the integration was working.
