Submitting Orders In Siebel Are Not Progressing To AIA.

When Siebel triggers (submits) an order, the connection to AIA is not happening. Checking BPEL console does not list any triggered events from BPEL. Integration was working before although the result was a fault. Now there is no response from the BPEL Console instance at all.
In reviewing the log files the following can be seen in the log.xml:

Internal Exception: java.sql.SQLException: javax.resource.ResourceException: SystemException: Failed to add the resource due to error in the resource : oracle.jdbc.xa.OracleXAException errorcode : -7Error Code: 0
