AIA 2.5 COMMS PIP - AQ Subscriber is Created With Every Restart of SOA Server (Doc ID 1357704.1)

Every time AIA Instance (With Comms PIP installed) is restarted, a new subscriber is created for the CPARTY_SYNC_TOPIC and AIA_ERROR_TOPIC AQ

Two problems result:

1. The number of messages in the AIA_ERROR_TOPIC and CPARTY_SYNC_TOPIC_TABLE is always growing, the messages are saved for subscribers that will never return.
This imposes a significant maintenance burden.

2. The max number of subscribers is finite, so that eventually running into exceptions to restart the server as the only resolution.
