CustomerCRMODRoutingService Stuck In State Of Running For CRM To EBS Sync

On : 3.1 version, Customer Sync
An Account that will sync fine from EBS to CRM, but then when I make a change to it in CRM that kicks off a sync to EBS, the only thing that happens is an instance of CustomerCRMODRoutingService is kicked off and it just sits in a status of Running.
It doesn't launch any other processes to complete the update to EBS.
Expect the instance of CustomerCRMODRoutingService to end up completed.
