After Clone of Ebusiness Suite (EBiz), Publish Engineering Change Order Update Concurrent Program Fails With "WS-Security security header" Error (Doc ID 1558874.1)

Symptoms

Design to Release (D2R) Agile to EBiz Process Integration Pack (PIP) 11.X
EBiz Version - 12.1.3

Submitting "Publish Engineering Change Order Updates" concurrent request from EBiz to process Engineering Change Order (ECO) Updates to Agile, the request fails with the following error.

ERROR

Exception when Invoking Web Service -> oracle.apps.fnd.wf.bes.InvokerException: javax.xml.rpc.soap.SOAPFaultException: InvalidSecurity : error in processing the WS-Security security header
Concurrent Request Failed !!!

Also, the following fault is seen in Enterprise Manager (EM) console of Weblogic for Service UpdateEngineeringChangeOrderListEbizReqABCSImpl

ERROR

InvalidSecurityToken : The security token is not valid.

No instance of UpdateEngineeringChangeOrderListEbizReqABCSImpl is seen initiated in EM console
