When Billing Profile Is Missing In Order Sent From Siebel, AIA Dooes Not Throw Error. (Doc ID 1904638.1)

Symptoms

On : 11.2 version, AIA Comm PI for Order Sub

Siebel user submitted an order without billing profile associated to Billing account and AIA did not throw any error at the step of Sync Customer flow from OSM to BRM through AIA.
More over, the response sent from AIA was similar to the case when Sync customer flow is successful and accounts are created in BRM. Because of this, OSM team proceeded with order and order reached the Fulfill billing step without any error. But, when Fulfill billing function call happened from OSM to créate Services in BRM, BRM opcode call failed as Billing profile do not exist and accounts does not exist.
