E1 - VCP: Running R34A1020 Creates BomPlanningFactor As 0 For All Records In Manufacturing.xml (Doc ID 2048396.1)

Issue in E1:9.1 / T.R: 9.1
Application: R34A1020 - Manufacturing Outbound & R34A1000 - VCP Outbound Processor

Running R34A1020 creates 0 for bomplanningfactor for the item which is set with 100%

Expected to see as per BOM setup.

The issue can be reproduced at will with the following steps:
1. Create a manufactured item.
2. Create BOM with populating planned %.
3. Create routings.
4. Create a version of R34A1000.
5. Create a version of R34A1020
6. Run the version of R34A1000 created at #5.
7. Open created manufacturing.xml with browser.
8. Verify that “bomPlanningFacor” dos not matches planned % on BOM.
