Deploying AABC PIP 11.4 on a fresh instance, fails with the ERROR

oracle.mds.transfer.TransferException:
MDS-00001: exception in Metadata Services layer
MDS-00515: failure to create document /deployed-composites/default/CreateReceivedPaymentBRMCommsProvABCSImpl_rev1.0/xsl/XformSkipCreditAuthorization.xsl in the metadata repository
MDS-00039: error while attempting to parse the document /deployed-composites/default/CreateReceivedPaymentBRMCommsProvABCSImpl_rev1.0/xsl/XformSkipCreditAuthorization.xsl using SAX.

1. Installation sequence
  Weblogic 10.3.6 installation with PSU 10.3.6.12
  Oracle SOA suite installation with 11.1.1.7.8 patch set
  ODI 11.1.1.7.0 installation
  Foundation Pack 11.1.1.7.0 installation
  Patch installation of 17553612,19010814,19267748, 18590740
  AIAPrebuilt Integration 11.6 installation
  AABC Configuration Wizard

2. After doing all the above, running the pip deployment fails with the error above.
