ECOs Are 'Pending' And PIP Resume Queue And Other Options Are Greyed Out

Goal
On : 3.6 version, ECO SERVICE
ECOs are 'Pending' and PIP resume queue and other options are greyed out
We have ECOs in our PIP queue which are released from Agile to PIP, however there are still in 'Pending status' in queue.
We have tried to remove the records from ECO_QUEUE and ECO_QUEUE_CONTROL table , restarted the soa and WebLogic services and the PIP queue has all the options greyed out , even the 'Resume' button. Please suggest the solution as the ECOs are not moving to EBS because of that.
Agile is integrated with EBS via PIP.
