DBConsole 11g Appears to be Picking up the Wrong Sid and Fails to start with a "OC4J Configuration issue" (Doc ID 1143534.1)

Symptoms

When starting the 11.2 dbconsole for a clustered database or a single instance database, the dbconsole appears to be picking up the wrong SID.  For example:-

set ORACLE_SID=test1

emctl status dbconsole
OC4J Configuration issue. /oracle/11R2/db/oc4j/j2ee/OC4J_DBConsole_machine1_orcl not found.
oracle:/oracle/11R2/db>ls -l /oracle/11R2/db/oc4j/j2ee


in this example, it is looking for the dbconsole configuration for a database called 'orcl', even though $ORACLE_SID has been set.
