Connecting to EM Fails With Error "503 Service Unavailable"

When attempting to connect to EM using "http://<server>:7001/em" for IDM 18.104.22.168, it fails with 503--Service Unavailable error as follows:
Note: The existence of the 503 status code does not imply that a server must
use it when becoming overloaded. Some servers may wish to simply refuse the connection.
- EM application worked normally after install.
- After 2 weeks of operation the EM application stopped working coming back with the HTTP-503 error. There were no configuration changes done to the IDM domain or AS Instance.
- The issue is not resources related as the issue reproduces even when just the Admin Server is up and there are no other components running.
- The FMW Control does start as it responds to the requests but then fails with the 503 error.
Due to this issue, users are unable to access EM to do any configuration changes.
