Connecting to EM Fails With Error "503 Service Unavailable" (Doc ID 1174084.1)

Symptoms

When attempting to connect to EM  using "http://<HOST>:7001/em" for IDM 11.1.1.2, it fails with 503--Service Unavailable error as follows:


Note: The existence of the 503 status code does not imply that a server must
use it when becoming overloaded. Some servers may wish to simply refuse the connection.
