ORA-00040: Active Time Limit Exceeded - Call Aborted when running RMAN

On 11gR1 RMAN session connected as SYS fail with ORA-00040: active time limit exceeded - call aborted:

ORA-00040: active time limit exceeded - call aborted
There is a non-default active resource manager plan with SWITCH TIME directives for some consumer groups, but there is no SWITCH TIME enabled for SYS_GROUP.
<Patch 8369546> has been applied to eliminate the possibility of hitting <Bug 8369546> SQL EXECUTION GETS INTERRUPTED BY RESOURCE MANAGER WHEN EXEC TIME <MAX EXEC TIME, but it did not change the behavior.
