Host and Agent Remain in Blackout but Other Targets are not, Affecting the Severity Uploads

Symptoms
A Console-side Blackout is created against the Host and all its targets. When the blackout ends or is stopped manually, the other Targets come out of the blackout but for some reason the Agent and/or Host targets do not come out of blackout.
This resulted in Availability state changes not getting through, leading to missing alerts for the targets, which had been in blackout.
Install the EM Diag kit from the <Note 421053.1> EMDiagkit Download and Primary Index
Run the following command:
$ repvfy verify blackouts -test 109
If results are returned from this test, then you have hit this issue.
