DBMS_AQADM.SCHEDULE_PROPAGATION from Dbconsole fails with ORA-2019

Creating the propagation schedule from DBConsole fails.
The alert log file show the error ORA-2019: connection description for remote database not found.
We found that the DBConsole writes the link name in double quotes ("database link name").
