Ora-01031: Insufficient Privileges Generated by EM Agent When Monitoring 11.2 ASM Instance(s) (Doc ID 1325550.1)

Symptoms

11.1.0.1 Grid Control Management agent monitoring a 11.2.0.1/11.2.0.2 RAC Database with ASM instances.
The GI (Grid Infrastructure) and database installation has been set up for job role separation, so GI / RDBMS are installed under different OS users (owner) and groups.

ASM trace and audit files are showing lots of  "ORA-01031: insufficient privileges"

Also, the following error is excerpted in EM agent logs or GI side if the command is being ran as the OS user that owns the Grid Control management agent:
