Creating dbconsole via Emca fails With: "Password file may be missing or configured incorrectly" (Doc ID 1332184.1)

Running "emca -config dbcontrol db -repos create" ( to create the dbconsole) fails, and the following error can be seen in the ORACLE_HOME\cfgtoollogs\emca\<sid>\emca<timestamp>.log file:-

oracle.sysman.emcp.exception.EMConfigException: Password file may be missing or configured incorrectly.
