Symptoms

When using a non Super Administrator user to run the Patch Oracle Database Deployment Procedure the following error can be reported in the Step : "Start Blackout" -

Error while evaluating expression:[Error evaluating expression: ${doBlackout(step.guid,startBlackout,${target.blackoutTgtList},oracle_database,6,0,0,0)} : [oracle.sysman.pp.paf.api.ProcedureException: java.sql.SQLException: ORA-20714: The current user (FRED) does not have sufficient privileges on these targets: <LISTENER TARGET NAME>
