11gSOA Database Bad Performance when monitored with EM Grid Control or Cloud Control (Doc ID 1344848.1)

Symptoms

After SOA Application Server 11.1.1.3.0/11.1.1.4.0/11.1.1.5.0 is configured to be monitored with Grid Control 11g or Cloud Control (EM12c), the SOA Database may start to encounter poor performance. In the AWR report, the following query is reported as responsible for the SOA performance issue:

SELECT count(*) FROM soa5_soainfra.CUBE_INSTANCE ci
WHERE ci.COMPONENTTYPE = :1 AND ci.DOMAIN_NAME = :2 AND ci.COMPOSITE_NAME = :3
AND ci.COMPONENT_NAME = :4 AND ci.COMPOSITE_REVISION = :5

There is a large number of count(*) queries being run which take a very large amount of I/O time in the database.
