OTM Install Fails But All Other Products Work Fine (Doc ID 1348928.1)

Goal

After doing a comlete install for Oracle Application Testing Suite (OATS), everything installed fine except Oracle Test Manager (OTM). The OTM database is not created and the OTM web application returns the error: "Internet Explorer cannot display the webpage".
