Problem - Collector CPU Load Is near 100% and / or memory usage very high (Doc ID 1355651.1)

Symptoms

After upgrading to, or installing 11.1 the collector CPU load remains near 100%
Also the following messages are seen in the Event log:

localhost Collector receiving too much traffic; dropping new connections to reduce load
localhost Collector load under threshold ; resuming normal data collection


When looking at the status screen for the collector, the collector peak load is very high:


An other way this issue can surface is by collector exceeding its memory usage limit:

Internal error (exceeding 7403152 KB resident memory limit by 7649 KB).
Collector out of memory
Internal error (Program terminated: Out of memory.).
Collector exceeded 7403152 KB memory limit by 7649 KB
Internal error (Collector out of memory).
Collector started by watchdog
Collector started successfully
Note that the cause and solution described in this document does not apply to RUEI 12.1.0.3.0 and higher as these issues have been addressed in the product.
