EM12c: Enterprise Manager 12c Cloud Control Agent Installation Fails With Error: OMS_HOST and EM_UPLOAD_PORT is not active

Symptoms

Enterprise Manager (EM) 12c Cloud Control Installation failures:

Two Scenarios observed with this error,

1) EM 12c Agent Installation using Silent method failed with following error:

INFO: oracle.sysman.top.agent:Validating OMS_HOST and EM_UPLOAD_PORT
INFO: oracle.sysman.top.agent:Validating with http protocol ...
INFO: oracle.sysman.top.agent:URL framed is:http://<HostName>:<port>/empbs/genwallet
SEVERE: oracle.sysman.top.agent:Connection refusedConnection timed out
INFO: oracle.sysman.top.agent:Validating with https protocol ...
INFO: oracle.sysman.top.agent:URL framed is:https://<HostName>:<port>/empbs/genwallet
SEVERE: oracle.sysman.top.agent:Connection refusedConnection timed out
SEVERE: oracle.sysman.top.agent:Connection details provided as OMS_HOST and EM_UPLOAD_PORT is not active
SEVERE: oracle.sysman.top.agent:Agent configuration has failed

2) EM 12C Agent Installation using RPM method failed with following error:

+ agent12c/core/12.1.0.1.0/cfgtoollogs/agentDeploy/agentDeploy_<timestamp>.log
