EMCA fails with oracle.sysman.emcp.DatabaseChecks performReposChecks

Symptoms

Trying to configure the EM database control console for a RAC database or single instance database, which previously had the database console installed and/or had database console partially installed

Following command is used to configure it back:

FOR RAC DATABASE

emca -config dbcontrol db -repos create -cluster

OR

FOR SINGLE INSTANCE DB

emca -config dbcontrol db -repos create


it fails to create the console, checking the emca logs in

$ORACLE_HOME/cfgtoollogs/emca/<SID>
or
$ORACLE_BASE/cfgtoollogs/emca/<SID>

and the onscreen output you see an error similar to

CONFIG: SQLEngine created successfully and connected

SEVERE: Dbcontrol Repository already exists. Fix the error(s) and run EM Configuration Assistant again in standalone mode.

or

SEVERE: The existing database you have specified has Grid Control repository. This operation is not supported.

Changes

You are trying to create or recreate the console with a previous partial install of the EM DB Console.
