DB Control 11.2.0.2 Agent Unreachable Due to Negative Available Disk Space (Doc ID 1388432.1)

Symptoms

Database Control is reporting  Agent Unreachable but the agent is running. DB Console and Agent starts OK and communication to OMS is working, but Agent status reports negative "Available Disk Space" and collection "Disabled by Upload Manager":
