In Cloud Control: The Job Refresh From My Oracle Support fails with Error Ora-01882: Timezone Region Not Found When Setting My Oracle Support Preferred Credentials

When setting My Oracle Support Preferred Credentials in the EM Cloud Control console, by applying the following steps :
- Setup ---> Security --> Preferred Credentials
- Then click on the "My Oracle Support Preferred Credentials" :
- Under "My Oracle Support Preferred Credentials" click on "Set MOS Credentials" throws following error :
This error may also be seen in the status of the 'Refresh From My Oracle Support' job.
This error may also be seen in the status of the 'Opatch Update' job.
