EM 12c, EM 13c: Enterprise Manager Cloud Control Agent Deployment Fails With Error: The management server cannot be reached from the target node via HTTP(S) (Doc ID 1393450.1)

Symptoms

Installing EM 12c Agent fails with below error,

Error:
The management server cannot be reached from the target node via HTTP(S)

Cause:
Expected result: The management server must be reachable from the target node via HTTP(S). Actual Result: HTTPS url https://localhost.localdomain:4900/empbs/genwallet is not reachable from the target node Check complete. The overall result of this check is: Failed.

Recommendation:
If there is a firewall configured between the management server and target node, ensure that the HTTP(S) ports of the management server are open"


Verifying the REPOSITORY_URL using "wget" utility:

$ wget --no-check-certificate https://<OMS-HOSTNAME>:4900/empbs
--08:45:37-- https://<OMS-HOSTNAME>:4900/empbs
Connecting to <OMS-HOSTNAME>|x.x.x.x|:4900... failed: Connection refused..
