How to Deploy the Latest Oracle Fusion Middleware Plug-in on OMS and Agent in Enterprise Manager Cloud Control (Doc ID 1401284.1)

!! URGENT ANNOUNCEMENT for EM 13c:

Before upgrading your Oracle Fusion Middleware (FMW) Plug-in to either 13.2.2.0.0 or 13.2.3.0.0, You will need to apply the 13.2.0.0.170418 PSU Patch or Latest PSU (preferred) to the OMS to avoid known issues described in:

   <NOTE:2242999.1> - EM 13c: The BIP and/or EMGC_OMS Managed Server show 'DOWN' in EM Console after upgrading the Enterprise Manager Fusion Middleware Plugin to 13.2.2.0.0 or 13.2.3.0.0
   <NOTE:2301924.1> - EM 13c: All JVM Targets are in Down Status after Enterprise Manager 13c Cloud Control Fusion Middleware Plug-in Upgrade to 13.2.2

The fixes for these issues are included in the 13.2.0.0.170418 PSU Patch, so you will need to upgrade to this PSU (or higher) 'Before' upgrading the FMW Plug-in to versions 13.2.2.0.0 or 13.2.3.0.0. You can locate this particular version of the PSU in the following document:
