EM 12c: Targets Remain in Agent Unreachable Status in Enterprise Manager 12c Cloud Control after Blackout Ends (Doc ID 1410744.1)

Symptoms

Targets status shows status as 'Agent Unreachable' after Blackout ends.

Scenario:

1. Blackout started for duration of 10 mins.
2. After 5 minutes Management Agent was stopped and not brought up for the next 10 mins.
3. Blackout completes while the Management Agent is down
4. Once the agent comes back up, the target is no longer in blackout status(Agent side blackouts.xml is clean) but target remains in 'Agent Unreacheable' status in Console because the Management Agent does not send the renewed target state.
