EM 12c: Enterprise Manager 12c Cloud Control Agent Will Not Upload after OMS Server Reboot with Error: Backend WLS or EM application seems to be down

The Enterprise Manager (EM) 188.8.131.52 Cloud Control Management (Central) Agent is not uploading after 184.108.40.206 OMS server restart. Both the OMS and the agent started up without error but the agent no longer uploads to the OMS.
Accessing the upload url shows this error:
Backend WLS or EM application seems to be down
Additionally, no other discovered EM 12c Cloud Control agents are able to upload to the OMS, either.
