EM 11g: Unable to Stop Node Level Blackout and/or Targets shows 'status pending' after blackout on EM 11g Agent

Symptoms

Symptom 1:

After a blackout ends, the status of the EM 11g Agent displays as "Up but all the monitored targets show "Status Pending".

Symptom 2:

Stopping a node-level blackout fails with error "Full Blackout - Stop Failed".
Error below is logged in emagent.trc when attempted to stop blackout
