12c Cloud Console: Agent Upgraded to 18.104.22.168.0 Using 2-System Upgrade Method Remains in Blackout State After the Switchover

Information in this document applies to any platform.
Agent has been upgraded from to 126.96.36.199.0 using the two system upgrade approach. After successfully switching the Agent to the new version, it is shown 'under blackout' in the 12c Console.
- Checking the list of Blackouts in the 12c Console shows that none are currently active.
- It is also possible to successfully create and end a new blackout successfully for this Agent, but the Agent status is still shown as 'Under Blackout'.
- Other Agents switched using the same procedure are shown with correct status in the Cloud Console.
- When the blkdump.sql is executed against the Agent name, for example: "agentmachine.domain:3872", the output shows:
which indicates that the Agent is actually up but the availability status is 'blackout'.
