Symptoms

OMS fails to start with the following error:

<OMS_HOME>/bin>./emctl start oms

Starting WebTier...
WebTier Successfully Started
Starting Oracle Management Server...
Oracle Management Server is Down

$EM_INSTANCE_BASE/WebTierIH1/diagnostics/logs/OPMN/opmn/opmn.out has the following errors:

$EM_INSTANCE_BASE/WebTierIH1/diagnostics/logs/OHS/ohs1/Console~Ohs~1.log file has the following errors:

../Oracle_WT/ohs/bin/apachectl hardstop: httpd (no pid file) not running

Verifying the OHS component status gives that it is in STOP status:

$EM_INSTANCE_BASE/gc_inst/WebTierIH1/bin/opmnctl status

Restarting the OHS component will not generate errors but checking opmnctl status always shows the same PID (in this case its 3677) and in STOP status.

A successful restart of OHS component must change the PID value every time.
