Database instance status pending in Enterprise Manager 12c

Symptoms

The Database Instance appears in pending status from Enterprise Manager (EM) 12c Cloud Control for an undetermined period of time, while it is actually up and running.
The agent is started and is uploading correctly. This may happen for other target types as well (like cluster, ASM, etc...)
