Emcli update_db_password Issues encountered when changing dbsnmp Password

Information in this document applies to any platform.
When changing the dbsnmp password via emcli (for a database which is monitored by Grid Control), an error may be returned indicating that the password is incorrect, even though the password has been verified at sql*plus. For example:-
1. Verify the dbsnmp username/password using SQL Plus:
SQL*Plus: Release 10.2.0.4.0 - Production on Mon Apr 2 17:06:34 2012

2. However, when running the emcli command:
Error : Wrong old password entered for User or Key value "dbsnmp"
3. This may also fail when using special characters in the password (i.e. Pa$$word1).
