Managed Servers Are Shown As Down In Enterprise Manager Console (Doc ID 1471318.1)

Symptoms

Managed Servers are shown as down and unavailable when checked from Enterprise Manager console using the url:
http://<Hostname>:<Admin_server_port>/em
Only Admin server shows the status as UP and RUNNING.

Changes

Enterprise Manager had stopped working due to known <BUG 9412360> HTTP-503 ERROR ACCESSING FMW CONTROL.
As per the soution given the targets.xml was recreated but the managed server still showed down.
