EM 12c: Setting Proxy And MOS Credentials in Enterprise Manager 12c Cloud Control Results in Error: Unable to complete network operation against My Oracle Support

Proxy settings for http and https are entered.
Also, all access URLs that are required are open and accessible as described in the documentation found here.
But doing a test against https://updates.oracle.com fails with:
Unable to complete network operation against My Oracle Support
