Unable To Start or Restart a Target Database in Enterprise Manager 12c Cloud Control if db_unique_name and db_name are Different (Doc ID 1479564.1)

Symptoms

Trying to start or restart a target database (with different db_unique_name and db_name) from EM 12c Cloud Control fails. Following is the navigation:

From 12c Cloud Control navigate to Targets > Databases. Navigate to the database home page.
From the home page nagivate to Oracle Database > Control > Startup/Shutdown

The shutdown of the database works fine.
While trying to start, following errors are occuring:

An error occurred when calling the SRVCTL utility on host:
test.oracle.com. Ensure that CRS processes and SRVCTL are functioning properly on this host. Refer to the following error: PRCD-1120 : The resource for database r11201 could not be found. PRCR-1001 : Resource ora.testdb.db does not exist
