The issue occurs with Enterprise Manager (EM) 18.104.22.168 or 22.214.171.124 Cloud Control installation: either with an upgraded environment or with a newly installed system.
The Oracle HTTP Server is actually UP, but target of the Cloud Control stack is frequently reported Down.
To confirm if ohs1 is actually UP, someone can check the ohs processes running from Middleware home and ohs logs files (/gc_inst/WebTierIH1/diagnostics/logs/OHS/ohs1/*)
