EM13c, 12c: Setting Backup Recovery Catalog Receives Error - Enter The SYSDBA Credentials For The Target (Doc ID 1498689.1)

When trying to set recovery catalog settings for a database, you receive this error

Error: "Enter the SYSDBA credentials for the target database. SYSDBA credentials are required to continue the operation. They cannot be left empty".

The database SYS password is current and you can connect to it successfully, the 'preferred' and 'named credentials' pass all tests, the password file is in use.
