EM 12c, EM 13c: Message "The Clusterware Home '<path to>/crs' is invalid on the host <hostname>,<hostname>" When trying to Add Cluster Target in Cloud Control (Doc ID 1506771.1)

Symptoms

Adding a cluster target through Cloud Control generates the following error:-

Warning
The following warnings are detected. Are you sure you want to save the
cluster target 'crs_prod' anyway?
1. host1.oracle.com - No cluster is detected on the host.
2. host2.oracle.com - No cluster is detected on the host.
3. Oracle Home - The Clusterware Home '/u01/apps/oracle/product/10.2.0/crs'
is invalid on the host host2.oracle.com,host3.oracle.com

 
In addition, the following errors can be seen in emagent_perl.trc

OracleHomeDiscovery.pl: Sun Mar 25 23:27:23 2012: WARN:  Path does not exist:/u01/apps/oracle/product/10.2.0/crs/inventory/ContentsXML/oraclehomeproperties.xml
OracleHomeDiscovery.pl: Sun Mar 25 23:27:23 2012: WARN:  Path does not exist :/u01/apps/oracle/product/10.2.0/db_1/inventory/ContentsXML/oraclehomeproperties.xml

 
and gcagent_errors.log

2012-03-24 23:27:15,141 [50799:GC.Executor.15 (host:host2.oracle.com:DiscoverTargets) (host:host2.oracle.com:DiscoverTargets:Discovery)] ERROR - Stderr from discovery run for pluginId:oracle.sysman.db is:/u01/apps/oracle/product/10.2.0/db_1/bin/lsnrctl: error while loading shared libraries: libclntsh.so.10.1: cannot open shared object file: No such file or directory
