Symptoms

$/AGENT_INST/bin/emctl status agent

fails with error

Status agent Failure:unable to connect to http server at https://agentname.oracle.com:1830/emd/lifecycle/main/. [peer not authenticated]
Agent is Not Running

/AGENT_INST/sysman/log/emdctlj.log  reports the following message

2012-11-29 02:20:39,201 [main] INFO  - unable to connect to http server at https://agentname.oracle.com:1830/emd/lifecycle/main/. [peer not authenticated]
oracle.sysman.emSDK.agent.comm.exception.VerifyConnectionException: unable to connect to http server at https://agentname.oracle.com:1830/emd/lifecycle/main/. [peer not authenticated]
    at oracle.sysman.gcagent.comm.http.ClientConnection.verifySecureConnection(ClientConnection.java:856)
Caused by: javax.net.ssl.SSLPeerUnverifiedException: peer not authenticated
   at com.sun.net.ssl.internal.ssl.SSLSessionImpl.getPeerCertificateChain(SSLSessionImpl.java:401)
    at oracle.sysman.gcagent.comm.http.BaseHttpsContext.verifyConnection(BaseHttpsContext.java:119)
    at oracle.sysman.gcagent.comm.http.ClientConnection.verifySecureConnection(ClientConnection.java:852)

 A notification may also have triggered with following message

Agent is Unreachable (REASON = unable to connect to http server at https://agentname.oracle.com:3872/emd/main/. [peer not authenticated]).
Host is unreachable (REASON = Unknown Error pinging the host of URL https://agentname.oracle.com:3872/emd/main/.1).

 OR

$AGENT_INST/bin/emctl start agent

fails with following error
