EM 12c, EM 13c: Enterprise Manager Cloud Control - Manually adding a database target fails with ORA-20500 (Doc ID 1523394.1)

Symptoms

Adding a database instance or a cluster database target to Enterprise Manager (EM) 12c or 13c Cloud Control fails with an ORA-20500 error.

Example:

ORCL.WORLD:oracle.sysman.emSDK.core.target.DuplicateEntityException:
 ORA-20500: ORCL.WORLD:oracle_database:myhost.domain.com:https://myhost.domain.com:3872/emd/main/:3:0
 ORA-06512: at "SYSMAN.EM_TARGET", line 3347 ORA-06512: at line 1
 ORA-20500: ORCL.WORLD:oracle_database:myhost.domain.com:https://myhost.domain.com:3872/emd/main/:3:0
 ORA-06512: at "SYSMAN.EM_TARGET", line 3347 ORA-06512: at line 1

or

ORA-20500: Target Already exists: ORCL_ORCL_1:oracle_database:myhost.domain.com:https://myhost.domain.com:3872/emd/main/:3:0
ORA-06512: at "SYSMAN.EM_TARGET", line 3972
ORA-06512: at line 1

This error implies that the target already exists, but no database of this name is showing in EM Cloud Control.

The target name is not listed in the repository database mgmt_targets view:
