12c Cloud Control: Notification Not Sent if the Administrator is Subscribed to Only a Particular Rule in the Ruleset (Doc ID 1532611.1)

Symptoms

An Enterprise Manager Administrator (say: TEST) has subscribed to a particular rule in the out-of-box incident ruleset (owned by SYSMAN) for getting email notification from Setup -> Incident Rules -> expand the Ruleset -> select the Rule and choose Actions -> E-mail -> Subscribe Me.

When the metric alert is raised in the Console, no notification is sent out. 

But when the TEST user makes a copy of the out-of-box ruleset using the 'Create Like Rule Set...' and then subscribes to the same rule in the new ruleset, notifications are being sent out.
