12c Agent Status remains in pending status After the Installation (Doc ID 1534960.1)

Symptoms

After re-installing Agent 12c, the status of it remains in "Status Pending" state forever.

All the following emctl commands at Agent side works fine. No communication issues between OMS and Agent.

We dont see any metric collection errors in Agent logs.

Collected the succbkup files to verify the agent collection status and ping response metrics, which looks good.
