 1) Check the status of the agent 
 2) Check if the underlying metrics are running
 3)  Manually run the underlying metrics
 4) Check that the data from the manual collection has been populated in the repository
 a) Determine the metric_guid and the target_guid
 b) make a note of the metric_guid associated with "allocated space" and "used space"
 c) Query mgmt_metrics_raw
 d) If latest time stamps are not shown in mgmt_metrics_raw
 e) If mgmt_metrics raw shows correct time stamp
