Symptoms

12c OMS migration to different host with existing Repository fails with the below while executing plugin deployment step

Getting errors At this step ./pluginca -action deploy -isFirstOMS true -plugins "oracle.sysman.mos=12.1.0.2.0,oracle.sysman.emas=12.1.0.3.0, oracle.sysman.db=12.1.0.2.0,
 oracle.sysman.xa=12.1.0.3.0, oracle.sysman.emfa=12.1.0.3.0" -oracleHome OMS_HOME -middlewareHome MIDDLEWARE_HOME; <strong>EM-04031: Server side Plug-in deployment failed 
 because file or directory MIDDLEWARE_HOME/plugins/oracle.sysman.mos.oms.plugin_12.1.0.2.0 on host OMS_HOSTNAME is not accessible. If this file is on a network mounted file system, 
 make sure the file system is mounted properly and is accessible over the network</strong> Diagnostic log file: OMS_HOME/cfgtoollogs/pluginca/gcinstall_Timestamp&/configplugin_deploy_Timestamp.log
