On Windows Platforms, after an unsuccessful stop of the DBConsole service, it is not starting anymore. Although the EM agent shows it is running using the command: %ORACLE_HOME%\bin\emctl status agent from the system command prompt, there may not be a emagent.trc file in the %ORACLE_HOME%\<hostName>_\sysman\log directory, and the emdb.nohup in this directory shows:
Abruptly or forcefully stopped the OracleDBConsole<SID> service.
